Warning

The live docs.biyei.net page for Department's configuration currently shows the exact same Config File block as Defcon Alert (Config.DefconJobs/Config.DefconTypes), which doesn't match a department/faction system's feature set described above. This looks like a copy-paste mistake on the source site rather than Department's real config — flagging it here instead of silently reproducing it as ground truth. Re-check against the shipped resource before relying on it.
